Ban pupils from cyber cafés – councilor

    MANILA, Philippines – A Malabon lawmaker is seeking to ban schoolchildren from going into Internet cafés during school hours.

    Malabon first district councilor Anna Lizza Yambao is proposing to regulate the business activities of Internet and computer rental establishments after noting that young students cut classes to be able to go to such places to surf the net and play online games.

    In her proposed ordinance, she wants schoolchildren aged 18 years and below to be prohibited from entering Internet cafés from 6 a.m. to 9 p.m. Monday to Friday.

    “It is necessary to regulate business activities like operations of computer games centers that greatly affect the students’ studies and other endeavors,” the proposed law said.

    Owners and proprietors of computer rental establishments who will violate the proposed ordinance will face between P1,000 to P5,000 in fines, depending on the frequency of the violation.

    An Internet café owner who will violate the prohibition for three times will have his business permit cancelled.

    Yambao has also deemed it necessary to fine students found violating the Internet café ban.

    First-time student-offenders will be brought to their parents or school authorities for proper action. Second and third offenders will be slapped with a fine ranging from P200 to P500 or a two-day community service.

    The proposed ordinance will depend on the local police and barangay officials for effective implementation.

    The first public hearing on the proposed ordinance was held earlier this week and drew support mostly from teachers.

    eh kung ang online games ang pagbawalan nila ng ganyan lahat ng game publisher... pede kaya, kasi meron naman students na nagreresearch eh, naggagawa ng project.

    6 a.m. - 9 p.m. ano sya gunggong?

    6 a.m. >> mabuti sana kung meron na shop na bukas ng ganung oras.

    9 p.m. >> 5-6 p.m. kadalasang uwian ng mga estudyante.

    Grabe natatawa ako sa pagiging tanga ng councilor na yan.

    sana i review muna nila yung mga ganyang ordinance. 6 - 9 PM? parang sinabi na nila na magsara na yung mga internet cafe sa malabon. sino kaya ang nag lobby niyan? nakaka frustrate yung mga ganyang balita para sa atin na nag business. OK na yung elementary saka yung high school ang i monitor. 18 years old? e college na yon. kaya napapa isip na din ako pumunta ng abroad. lumiliit ng husto ang galaw natin. nagiging limited tuloy growth ng mga nasa ganitong negosyo. sino kaya mga matitira? compass? netopia?

    pero zacxxx, dapat sa internet cafe business to hindi ba? hehehe! buti hindi pa tayo nasita ni dyo saka klys. =)

    Sobra naman yan, d2 samin 5pm pwd na ang mga pupil and students mag net, beyond that bawal talaga not unless kng may kasamang teacher, minsan may kasamang teacher, tpos nagedit lang pala ng friendster profile, nagpaturo si teacher, hehehe

    baka galit sa mga internet cafe yang councilor na yan... baka may gusto pabagsakin sa nasasakupan nya..

    Unahin muna nila ang mga importanteng bagay. Di ganoon kalaki ang maitutulong nitong proposal. Malaki pa yung negative impact dahil posibleng maapektuhan yung mga nangangailan ng internet access for good purpose. Mas bagay yung 8-12pm, kasi meron ding mga students na umuuwi na ng tanghali.

    hmmm bawal ang games pag school time 8am to 5pm.

    cyempre tatamaan diyan yung mga Internet Cafe operator pero point lng naman nun yung hindi mag games yung mga bata

    sana patalsikin yang councilor nayan, baka di lang siya nakahingi ng suhol mula sa mga shop owners kaya nya ginawa yan :x

    we also need to understand the Intentions, good Intention naman. tanung eh kung ikaw yung shop owner, panu ka makakatulong na kikita kaparin pero maiwasan yung cutting class at paglaro ng mga bata magdamag?


    bawal din nga yung mga Internet shops lalo na gaming shops na malapit sa school pero dami parin yung malapit sa school

    dapat ang pinropose na lng nia eh ung pag lagay ng signs and warnings sa mga shops na bawal mag papasok ng students in uniform... at ung time eh hanggang 2pm to 3pm lng.... sobra naman ung 9pm parang ayaw na nia magkaroon ng customer ung mga com shops hehehe... and ung age bracket eh upto high school lng dapat.... college is irregular class na d tulad ng high school straight hours sila.... and need ng guidance ng magulang....

    dati ko na nasa isip yan kawawa naman ung mga magulang nito nagpapakahirap sila kakatrabaho tapos eto lang anak nila laro ng laro. ni mag aral di man lang makuha.
    pagkagaling sa eskwela dadaan ng bahay magbibihis at pupunta ng icafe para maglaro tapos ung pang almusal at meryenda pinanglalaro nalang nila.
    most of the time ang mga naglalaro age 12-21 sa shop ko ilan lang ung mga naglalaro above 21 years old. may mga chatters kasi ako and i choose ung mga gamers bakit kamo? dami tanong ng mga chatters and masyado sila maasikaso. eh paggamers uupo lang sila babayad tsaka maglalaro.

    pero i bet most of the students natuto na magcomputer hindi sa school but sa mga internet cafes hehehehe, dapat baguhin ang provisions sa batas na yan kung batas na.

    if they really want to avoid that the school administration should fully guard the students na hindi makalabas during school hours, and i think most the the HS students sa manila may morning at pang hapon na session kaya medyo conflict ito. pano kung pang hapon ka pa at pumunta ka sa icafes na naka uniform na.

    ipagbawal na lang nila icafes alisin na lang nila, at ng maging tanga na naman ang mga pinoy pag dating sa computer tyak dadami na naman ang taong takot humawak sa pc..
